In a landmark move to revamp grassroots women’s empowerment mechanisms, the Odisha government has announced a statewide restructuring of Self-Help Groups (SHGs) this month under its flagship Mission Shakti initiative. This reform aims to enhance transparency, inclusiveness, and financial accountability across all levels of SHG federations.
The restructuring will be followed by fresh appointments in the Gram Panchayat Level Federations (GPLFs), Cluster Level Federations (CLFs), and Block Level Federations (BLFs) next month.

The announcement was made by Odisha Deputy Chief Minister Pravati Parida, who is also in charge of Mission Shakti. She emphasized the need to correct past missteps where many deserving women were excluded from SHG participation due to political favoritism.
“Earlier, people were added to SHGs based on political interests rather than genuine inclusion,” she remarked.
The government now plans to ensure that every household in the state is included under Mission Shakti, promoting inclusive rural development and women’s empowerment.

- Upcoming GPLF elections will provide equal opportunity for all members to participate.

- The Deputy CM flagged irregularities under the previous regime, including:
- SHGs receiving funds without registration.

“Without registration and audit, the intention behind such financial dealings becomes questionable,” Parida noted.
