In a landmark move to transform the state’s road infrastructure, the Odisha Legislative Assembly has approved a bill paving the way for the establishment of the Odisha State Highway Authority (OSHA). This newly proposed body will be modeled on the lines of the National Highways Authority of India (NHAI) and will focus on building world-class road networks across the state.
🛣️ What is OSHA and Why is it Important?
The primary objective of OSHA will be to plan, develop, and maintain a 75,000-kilometre road network throughout Odisha. It will ensure better project execution by handling land acquisition, environmental clearances, and rehabilitation—issues that have long hindered road development in the state.
According to Works Minister Prithiviraj Harichandan, OSHA will operate autonomously and streamline decision-making in road construction and maintenance, particularly in urban areas where traffic disruption poses a major challenge.
“The new body (OSHA) will help lessen the financial burden on the State exchequer and at the same time will facilitate the construction of roads,” said the Minister.
🏗️ Infrastructure Upgrade: 6,600 km of Highways & Expressways
The government’s immediate plan includes the development of 6,600 km of state highways and expressways with a projected investment of ₹18,000 crore. To support this massive upgrade, the State will establish a dedicated Road Fund, and mobilise resources through:
- Investment Trusts
- Bank Loans
- Government Bonds
An international consultancy has been tasked with preparing a detailed roadmap, identifying priority corridors and proposing models for sustainable infrastructure to meet the state’s needs by 2036 and 2047.
🌍 Learning from Other States
Odisha is following the example of nine other states that already have state-level highway authorities, including:
- Uttar Pradesh
- Madhya Pradesh
- Maharashtra
These authorities have successfully enhanced road connectivity and safety, and Odisha aims to replicate and localise this success to suit its unique geographical and socio-economic context.
🛡️ Safety and Accident Reduction
A key goal of OSHA will be to reduce road accidents and improve overall traffic safety across Odisha. With increasing vehicle density and expanding urban areas, a dedicated authority is seen as essential to enforce safety norms and develop infrastructure that minimizes risks to commuters.
👥 Organisational Structure of OSHA
The Odisha State Highway Authority will be structured to ensure technical efficiency and transparency, led by a Chairperson and supported by:
- Four full-time members with expertise in:
- Finance
- Safety and Technology
- Contracts
- Operations
- One advisory member for consultation and partnerships
- A selection committee appointed by the State Government will choose the members.
This professional setup aims to enable faster execution, improved planning, and effective monitoring of road infrastructure projects.

Over the last 24 years, the State had not considered such an initiative. The creation of OSHA marks a pivotal policy shift, aiming to:
