Odisha Secures ₹1.03 Lakh Crore Investment at New Delhi Summit; Chandikhol Strategic Oil Reserve Back on Track

In a significant push for industrial development and energy security, Odisha Chief Minister Mohan Charan Majhi concluded a two-day investment summit in New Delhi on a high note, securing investment commitments worth ₹1.03 lakh crore. Among the major highlights is the revival of the long-stalled ₹8,743 crore Chandikhol Strategic Crude Oil Reserve project in Jajpur district.

The project, originally delayed for seven years due to land disputes and bureaucratic hurdles, is finally set to move forward with the allocation of 600 acres of government-owned land.


🛢️ Chandikhol Project: A Strategic Asset for India

The Indian Strategic Petroleum Reserves Limited (ISPRL) will construct the 4-million metric tonne (MMT) capacity facility at Chandikhol. Once completed, it will:

  • Double India’s strategic crude oil reserve capacity
  • Enhance national energy security by extending emergency coverage from 9.5 days to 17 days
  • Mitigate supply shocks and strengthen India’s oil supply resilience

The project was approved under the Phase-II expansion of India’s strategic reserves in 2017, but progress stalled after the Odisha government proposed an alternate location in 2022 despite completed feasibility studies and environmental clearances.

Following fresh negotiations, the state government has now agreed to the original site, paving the way for construction without costly delays.

The Chandikhol reserve is not just a strategic asset—it’s also a catalyst for local economic development:

  • 4,000 daily jobs will be created during the construction phase
  • 150 permanent roles are expected post-commissioning
  • Improved logistics and industrial growth in the region

The land was cleared through the Industrial Development Corporation of Odisha (IDCO) under its single-window clearance system, resolving one of the longest-standing industrial impasses in the state.
