In a significant urban development decision, the Odisha government has reaffirmed its commitment to the Bhubaneswar Metro Rail project, dismissing any speculation of cancellation. Instead, the project is set to be extended to Cuttack, creating a seamless high-capacity transit system between the state’s two most vital urban centres.
🚦Why Was the Metro Route Extended?
Originally, Phase I of the metro was planned to terminate at Trisulia. However, this plan faced criticism for not meeting the practical needs of commuters. Addressing the concern, Urban Development Minister Krushna Chandra Mohapatra announced that the route will now extend deeper into Cuttack, making the metro more commuter-friendly and effective in tackling the region’s daily traffic congestion.
🏗️ Construction Begins: Key Infrastructure in Motion
As of April 2025, the project has officially moved from blueprint to building. The Bhubaneswar Metro Rail Corporation Limited (BMRCL) has launched:
- A precasting unit for off-site fabrication of major structural elements like pillars
- A coach maintenance depot to support train operations
These developments mark a crucial phase in accelerating construction timelines. Soil testing has been completed at several locations, and elevated track construction is expected to begin later this year.
📊 Scale of the Project: Phase I and Beyond
Originally planned to cover 26 km with 20 stations, Phase I of the metro aimed to connect Biju Patnaik International Airport to various nodes across Bhubaneswar and Cuttack. With the recent extension into the interior of Cuttack, both the project’s length and cost are set to increase.
- Estimated Cost: ₹6,256 crore (fully funded by the Odisha Government)
- Phase I Completion Target: December 2027
- Initial Capacity: 13 trains, 3 coaches each
- Expected Daily Ridership: 95,000 passengers
Importantly, the stations and coaches will reflect the cultural heritage of Odisha, offering a unique visual and experiential identity to the metro.

In March 2025, the state government constituted a high-level committee to monitor the planning and implementation process. The committee is evaluating:
- Financial viability
- Route efficiency
- Operational best practices
The team is also visiting other Indian cities with successful metro systems to adopt proven models and ensure long-term sustainability.
🛣️ Multi-Level Corridor Inspired by Nagpur
The government also announced a plan for a Nagpur-style two-level elevated corridor along the Jayadev Vihar–Nandankanan route, one of Bhubaneswar’s busiest stretches. This proposed corridor will have:
- A lower level for vehicular traffic
- An upper level for metro operations
Public Works Minister Prithiviraj Harichandan indicated that cabinet approval is expected soon, with groundwork likely to follow swiftly.
