Odisha Leads Nation in Lakhpati Didi Scheme: Empowering Over 14 Lakh Women Through Sustainable Livelihoods

🚺 Odisha Tops the Lakhpati Didi Initiative, Sets National Benchmark in Women’s Empowerment

In a remarkable achievement, Odisha has emerged as the top-performing state under the Lakhpati Didi initiative, a flagship programme of the Government of India aimed at empowering rural women through sustainable income-generating activities.

According to a press release issued on April 13, 2025, the state has successfully facilitated the creation of 14,41,074 Lakhpati Didis, achieving an impressive 82% of its 17.59 lakh identified potential beneficiaries—the highest among all Indian states.

🔎 What is the Lakhpati Didi Initiative?

Launched under the National Rural Livelihoods Mission (NRLM), the Lakhpati Didi initiative envisions enabling rural women Self Help Group (SHG) members to earn a minimum annual income of ₹1 lakh through viable livelihood options.

In Odisha, the programme is being implemented by the Odisha Livelihoods Mission (OLM) under the Department of Mission Shakti, with strong emphasis on community participation, capacity building, and localised planning.

🧩 Grassroots Model of Success: Mission-Mode Planning & Field-Level Leadership

Odisha’s success is attributed to its mission-mode, decentralised approach, which empowered rural women not just as beneficiaries but as decision-makers and entrepreneurs. The process began with a door-to-door identification campaign to find Potential Lakhpati Didis (PLDs).

  • Community Support Staff (CSS), SHG leaders, and OLM officials carried out detailed household-level surveys, identifying women’s income sources, skills, and aspirations.
  • PLDs were then mentored, trained, and supported to take the next step in their livelihood journey.

🛠️ Customised Business Development Plans (BDPs)

A key innovation in Odisha’s model was the formulation of individual Business Development Plans (BDPs) for each woman.

These BDPs were designed based on:

  • Existing skills and available resources
  • Market demand
  • Potential for expansion or diversification

The training focused on practical skills such as:

  • Tailoring and embroidery
  • Mushroom cultivation
  • Goat and poultry farming
  • Food processing and preservation

These sessions were conducted onsite, supported by master trainers, transforming traditional knowledge into sustainable business strategies.

💰 Enhanced Financial Assistance to SHGs

To ensure adequate financial backing for these ventures, the Odisha government enhanced core support systems:

Fund TypePrevious AllocationEnhanced Allocation
Revolving Fund (RF)₹15,000₹30,000
Community Investment Fund (CIF)₹35 lakh₹60 lakh

This doubling of financial support has significantly boosted the confidence and capacity of SHGs to initiate or scale up income-generating activities.

💼 Subhadra Scheme: Boosting Rural Entrepreneurship

Adding further momentum to the initiative, the newly formed BJP government introduced the Subhadra Scheme, providing:

  • Zero-interest loans up to ₹10 lakh for women SHGs
  • Incentives for prompt repayment
  • Support for scaling small enterprises

The scheme has reduced credit burden and created a favourable environment for rural entrepreneurship, particularly among women.
