In a significant step towards structured urban development, the Bhubaneswar Development Authority (BDA) has approved the inclusion of 143 additional revenue villages under its jurisdiction. The landmark decision was made during BDA’s 150th Authority meeting, chaired by Krushna Chandra Mahapatra, Odisha’s Housing and Urban Development Minister and BDA Chairman.

🚧 What This Means for Bhubaneswar’s Urban Future

The expansion plan is expected to increase the number of villages under BDA from 569 to 712, marking a significant move to streamline urban planning, enhance infrastructure, and promote regional connectivity across the Bhubaneswar metropolitan area.

At present, BDA is responsible for the urban planning and development of:

  • Bhubaneswar Municipal Corporation (BMC)
  • Municipalities of Khordha and Jatni
  • Pipili Notified Area Council (NAC)
  • Several adjoining Gram Panchayat areas

🏙️ Why the Expansion Matters

This jurisdictional enhancement is part of a broader strategy to:

  • Facilitate systematic urbanization of peri-urban and suburban areas
  • Ensure planned residential and commercial development
  • Strengthen infrastructure and service delivery mechanisms
  • Foster economic growth through improved regional connectivity

The proposal for expansion will now be sent to the State Government for approval under Section 3 of the Odisha Development Authority (ODA) Act, 1982.

💰 Land Monetisation & Housing Projects

Apart from the expansion, the BDA also approved a land monetisation proposal aimed at utilizing idle public land resources. Under this, several plots have been identified for auction to private investors and developers.

To address the rising demand for housing, new residential projects will be initiated in:

  • Chandrasekharpur
  • Jagasara
  • Sanapalla (Khordha district)

These projects aim to offer affordable and quality housing solutions while supporting urban population growth.

📌 Key Takeaways for OPSC Aspirants

This development is important for Odisha Civil Services aspirants as it reflects:

  • Real-time urban governance practices in Odisha
  • The role of urban planning authorities in infrastructure growth
  • Application of the ODA Act, 1982
  • How land monetisation and jurisdictional expansions impact state development policy

It also highlights the government’s focus on planned urbanization as a tool for managing the challenges of rapid urban sprawl, particularly in and around capital cities like Bhubaneswar.

✅ Conclusion

The BDA’s move to expand its jurisdiction to 143 new villages signals a major transformation in urban development planning in Odisha. Along with new housing projects and land monetisation efforts, this initiative is expected to ensure inclusive, sustainable, and well-regulated growth of Bhubaneswar and its adjoining areas.
